Disability Rights California is hiring for several positions:
 
Director, Office of Clients’ Rights Advocate
 
OCRA’s program provides consultation and assistance to regional center clients, including: serving as a clients’ rights resource to regional center clients, their families, and the community; assisting regional center clients in understanding procedures for initiating fair hearings; obtaining generic services such as IHSS and SSI; asserting and protecting the rights of regional center clients changing their residence, including placement in facilities and judicial commitments to state-operated facilities; investigating denials of rights under Title 17, California Code of Regulations, Section 50540; providing self-advocacy trainings to regional center clients; and providing clients’ rights training to regional center staff and service providers.
The OCRA Director reports directly to DRC’s Executive Director and is a member of the senior leadership team, responsible for day-to-day operations of program activities and office administration, program leadership and guidance, and formulating program priorities. The OCRA Director is the liaison between DDS and DRC for activities performed under the clients’ rights advocacy contract. They are responsible for program budgeting and reporting to grantors and other parties.
The OCRA Director also directs the Work Incentives Planning and Assistance (WIPA) program, pursuant to a grant from the Social Security Administration. WIPA offers free individualized work incentives counseling to eligible individuals living in specific counties. The WIPA program is a free service that helps Social Security beneficiaries who receive benefits based on a disability make informed choices about their employment goals.
Salary Range (DOE): $123,923 – $166,082 annually

Senior Attorney – Youth Practice Group
 
The Senior Attorney in the Youth Practice Group plays a leading role in our administrative hearing practice and systemic advocacy to enforce and expand the rights of children and youth with disabilities. The Senior Attorney works under the direct supervision of the Managing Attorney and in collaboration with other Disability Rights California attorneys and advocates in their legal, advocacy, and outreach efforts.
 
Salary Range (DOE): $85,176 – $114,134 annually

The CRA provides advocacy services to persons with developmental disabilities who are clients of regional centers and to persons who reside in state developmental centers and community facilities. The CRA position will be located at or near the office of each regional center.
 
Salary Range (DOE):

Statewide Clients’ Rights Advocate/Attorney
 
This Statewide Clients’ Rights Advocate position will advocate for services and supports for regional center clients statewide and provide advocacy support for OCRA local offices as needed. The Statewide Clients’ Rights Advocate also advocates for people with developmental disabilities who live in or who are at risk of living in institutions or other restrictive settings, with an emphasis on the right of people to receive services and supports in the least restrictive environment.

Staff Attorney 1 or 2 – Healthcare Practice Group
 
The Healthcare and Home and Community-Based Services Practice Group believes healthcare is a human right. We work to ensure that healthcare and home and community-based services are available to everyone. We work to ensure people with disabilities have access to essential health care services and a full range of community long-term services and supports to enable them to live in the community and avoid institutionalization, consistent with the principles of the Supreme Court’s Olmstead decision. We work to dismantle structural and systemic inequities in healthcare and access to services.
 
Areas of particular focus include Olmstead litigation and advocacy, Medi-Cal home and community-based services waivers, In-Home Supportive Services, and access to essential health care benefits through Medi-Cal managed care, EPSDT, and California Children’s Services (CCS).
 
Salary Range (DOE):
Staff Attorney 1: $63,063 – $92,352 annually

Staff Attorney 1 – Housing Stability Project
 
DRC is seeking an attorney to join our new Housing Stability Project (“HSP”) team. With the anticipated influx of evictions driven by the COVID-19 pandemic, DRC aims to significantly expand our work to prevent the displacement of persons with disabilities, particularly those in low-income communities and communities of color. HSP operates primarily on a proper telephone clinic model to assist people with disabilities throughout California on issues impacting their housing with select cases receiving representation for negotiations or at administrative or judicial hearings to preserve income or housing. Our goal is to empower individuals with disabilities to advocate for their rights as tenants. We also work with unhoused people to identify needed services and overcome accessibility barriers. HSP will also have social workers as part of the legal team to overcome barriers to housing stability. In addition to direct work with clients, we are adopting a multi-pronged approach by providing Know-Your-Rights training, workshops, advocating with government agencies and housing providers to improve access, and forming strategic partnerships with other service providers and community groups to leverage our resources and maximize the number of people we can assist.
